BPR's Raffle 2025 Official Rules & Regulations
Western North Carolina Public Radio, Inc., d/b/a Blue Ridge Public Radio, Inc. (BPR), a 501(c)(3) nonprofit organization incorporated in the State of North Carolina. BPR conducts this raffle to generate operating funds in support of its public service mission.
By purchasing a ticket, you agree to the following:
Raffle Overview
Purchase one or more tickets during BPR’s Driven by Gratitude Car Raffle to be entered to win:
- Grand Prize: A 2025 Subaru Forester Premium Hybrid from Fred Anderson Subaru in Daybreak Blue Pearl with Premium Gray Cloth interior. Approximate MSRP: $39,191.00.
The cost to purchase a single entry (“ticket”) is $125 USD. Raffle entries are not tax deductible. A maximum of 1,500 tickets will be sold. Odds of winning depend on the number of tickets sold.
Eligibility
- By North Carolina statute, must be 18 years of age or older to enter.
- Current employees of BPR and immediate family members residing in the same household are not eligible.
- Current members of the BPR Board of Directors are not eligible.
- The raffle is void where prohibited by law and is subject to all applicable federal, state, and local laws and regulations.
- Online and phone ticket sales are limited to individuals physically located within the State of North Carolina at the time of purchase.
Raffle Timeline
- Raffle Opens: November 3, 2025, at 12:01 a.m. ET
- Raffle Closes: November 21, 2025, at 11:59 p.m. ET
- Grand Prize Drawing: November 25, 2025
How to Enter
Tickets may be purchased in one of three ways:
- Online: Visit our website to complete the entry form and pay via credit card or bank draft.
- By Phone: Call BPR at 828-210-4810. Phone sales close at 11:59 p.m. on November 21, 2025.
- By Mail: Mail a completed entry form and payment to:

Mail-in entries must be received by 2 p.m. on November 24, 2025. Entry forms are available for download here on our website. Any ticket purchases received after this date and time will be returned to the purchaser and will not be entered into the drawing.
All entries become the property of BPR and are non-refundable.
Selection and Notification
Winners will be selected at random and are notified by phone and email. If a winner does not respond within 10 days, is found to be ineligible, or if contact information is invalid, an alternate winner will be selected. Drawings are conducted using a double-randomized process with an electronic number generator to ensure that each participant has an equal chance of winning.
Prize Acceptance and Delivery
- Vehicle will be delivered by Fred Anderson Subaru. Fred Anderson Subaru has not made, and is not responsible for, any representation, warranty, or guarantee concerning this raffle.
- Winner must provide valid government-issued ID and complete a Prize Claim Form and IRS Form I-9, including provision of a social security number for tax reporting purposes.
- Prize must be accepted as awarded, is non-transferable, and cannot be redeemed for cash.
- Winner must take possession of the vehicle within 30 days of notification unless otherwise arranged.
- The winner is responsible for all state/local taxes, delivery costs, dealer fees, vehicle registration, title, licensing, insurance, and any options he or she may choose above the vehicle's manufacturer's suggested retail price (MSRP) greater than stated herein.
Tax Obligations
- Winnings are taxable and subject to federal tax withholding. Federal law requires BPR to collect and remit 24% of the prize value (minus the ticket price) in federal withholding taxes.
- Winner must remit this amount via certified check to BPR before taking possession of the vehicle.
- As required by law, BPR will issue IRS Form W-2G and report the fair market value of the prize as taxable income.
- Winner is solely responsible for all additional federal, state, and local taxes not specifically withheld.
Cancellation or Modification
If fewer than 750 tickets are sold by 5 p.m. on November 14, 2025, BPR may cancel the raffle. In the event of cancellation, full refunds will be issued within 30 days. BPR reserves the right to modify raffle terms or extend raffle dates and will publicly announce any changes.
Limitation of Liability & Indemnification
By entering, participants release BPR, its employees, agents, and contractors from any liability arising from participation or prize use. BPR is not responsible for manufacturers or dealership warranties or claims relating to the vehicle. “Harm, injury, or damage” includes but is not limited to bodily injury, death, theft, or property loss.
Privacy
Entrant information will be used solely by BPR for raffle administration and communications and will not be sold or shared with third parties. After the drawing date, ticket holders may request a list of winners by sending the request with a self-addressed stamped envelope to 73 Broadway Street, Asheville, NC 28801.
Publicity Release
By accepting the prize, the winner agrees that Blue Ridge Public Radio (BPR) may publicly announce their first name, last initial, and city of residence on air, on BPR.org, and in related promotional materials. The winner will also be asked to sign a separate Publicity Consent and Release form confirming permission for BPR to use their name, likeness, voice, and statements for promotional purposes in perpetuity, without additional compensation, unless prohibited by law.
A winner who prefers to remain anonymous may request that only limited information (e.g., “a listener from Asheville”) be used on air or in publicity materials.
Authority
All raffle matters are governed by the laws of the State of North Carolina. All decisions by BPR are final.
