Home Rule May Block Asheville Challenge of Water Bill

Governor Pat McCrory says he will let a bill become law that shifts control of the Asheville Water System to the Metropolitan Sewerage District. McCrory said Wednesday that he won't sign the legislation that transfers assets of the Asheville Water Department to MSD therefore the bill will become law at Midnight May 13th.
Asheville City Council voted unanimously earlier this week to sue the State to block implementation of the law but Attorney Frayda Bluestein with the School of Government says the city's legal challenge will face an up hill climb because North Carolina is not a "Home Rule" state...She spoke with David Hurand.
