North Carolina Republican legislative leaders continue to pass ‘mini-budgets’ as negotiations remain stagnant with Democratic governor Roy Cooper over his veto of their full spending plan.  Without a full budget, construction projects across the state are unfinished or un-started. Here’s a look at one such project. 

 Western Carolina University is heated by its steam plant, which was built almost 100 years ago. The university is currently waiting for $16.5 million in state funds to update it.

North Carolina’s state budget fight is entering its second month. While Republican leaders in the General Assembly and Democratic governor Roy Cooper remain far apart on ending it, the lack of a new state budget is holding up progress on an important issue for rural parts of the state. 

 

With so much focus on how the budget standoff will play out, it’s unlikely that any more bills will be passed this session. John Coggin is the Director of Advocacy at the NC Rural Center.

  Both chambers of the General Assembly are set to vote on a budget agreement crafted by Republican leaders.  Governor Roy Cooper seems likely to veto it when it reaches his desk, however, as it does not contain Medicaid expansion.  That has been a chief goal for the governor and his fellow Democrats.

WUNC's Jeff Tiberii spoke with NPR's Morning Edition about the situation Roy Cooper steps into as North Carolina governor.  He was sworn-in minutes into New Years Day, and formal inaugural ceremonies will take place this weekend in Raleigh, though many have been moved or canceled because of expected heavy snowfall.  

Just as a new Republican-led Congress on Capitol Hill is discussing how to dismantle the Affordable Care Act, North Carolina's newly elected governor pledged to implement portions of the ACA that had been left behind in this state.

RALEIGH, N.C. (AP) — Federal judges told the North Carolina legislature Tuesday to redraw its own districts by mid-March to replace ones the judges previously struck down and to hold a special election using the new maps in November 2017.

The ruling means those elected to the state House and Senate a few weeks ago would serve just one year, not two as expected.
